15 Quill Alley is a planned 16-unit infill community consisting of four newly constructed 4-plex buildings in Sacramento’s urban core. The project will feature an efficient mix of studio and one-bedroom loft units, designed around modern layouts and smaller footprints that support attainable rents. The project is targeted to households at approximately 80% of Area Median Income (AMI), providing new-construction housing at rents positioned below conventional market-rate development. Quill Alley extends Garner’s approach of using efficient unit design and infill development to create naturally attainable housing without sacrificing new-construction quality or functionality.
